2022年盘锦消费品市场运行情况

2022年盘锦坚决落实国家和省稳经济举措,各级消费政策措施落地显效,消费市场持续恢复。全年社会消费品零售额实现383.7亿元,同比增长0.3%,比全省高2.9个百分点,居全省第5位。

一、消费市场运行特点

1、消费市场自低谷持续恢复

受疫情影响,消费市场上半年处于低谷,社会消费品零售总额下降4.9%,下半年持续恢复,前三季度回升了2.8个百分点,到全年转正,同比增长0.3%

2、批发和零售业正增长

2022年批发和零售业恢复显著,同时呈现正增长态势。全年批发业销售额同比增长6.4%,零售业销售额同比增长3.5%,分别比上半年提高21.7个和2.5个百分点;住宿和餐饮业受疫情影响较大,恢复较慢,全年分别下降15.2%3.8%,比上半年分别提高11个和0.4个百分点。

3、商品流通好于餐饮,乡村好于城镇

从消费形态看,商品流通明显好于餐饮类。全年商品零售类零售额增长0.5%,比全部社会消费品零售总额增速高0.2个百分点;餐饮收入类零售额下降2.2%

从城乡来看,乡村消费明显好于城镇,全年城镇零售额增长0.2%,乡村零售额增长0.9%

4、石油制品类对限上零售额增长贡献较大

受益于油品价格和销量双增长,全年限上石油制品类零售额增长9.9%,占限上零售额的25.5%,对限上零售额增长贡献2.3个百分点。

5、新能源汽车类热度高涨

今年以来,随着疫情影响减弱、物流畅通,油价持续高位,加之商务部门大力举办汽车展销、补贴等活动,以及国家免税政策延长,新能源汽车受到消费者热捧。自年初以来新能源汽车销售持续倍数增长,全年各月增速均为2倍左右,全年累计增幅2.3倍。新能源车销售额占汽车类销售额比重上年的2.7%提高到9.4%                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                  

二、需要关注的问题

1、出行类零售额回落

就我市的限上零售额结构而言,汽车和石油制品两大出行类零售额占比59.1%,同比下降1.5个百分点。限上汽车类零售额下降5.4%,比前三季度回落2.7个百分点。而石油制品类零售额增长9.9%,比上半年回落10.2个百分点。

2批发业对石油化工业的依赖度较大

我市限上批发业对石油制品类的依赖度在90%以上,限上批发业销售额增速受石油制品类企业销售情况影响严重。而石油制品类企业的销售额主要受制于上游石化生产企业通过其分销的产品多少,即石化生产企业经营情况和通过本地批发企业销售产品情况,是影响批发业销售额的重要因素。

3、住宿餐饮业受疫情影响较大

年初以来,受疫情影响住宿和餐饮业一直低位徘徊,第四季度有所恢复,但力度不大。前三个季度住宿业降幅都在20%左右,四季度有所回升,全年下降15.2%;餐饮业降幅一直在4%左右。

4、旅游拉动住宿业消费效应不强

受疫情境影响,消费者旅游意向不强,市内旅游景点虽然宣传力度较大,但游客仍不多,十一期间红海滩客流量仍未恢复到疫情前水平,住宿业营业额三年以来年均下降9.4%

三、对促进消费市场发展的几点建议

1、加大新能源车配套设施建设

一方面国家减免税和地方补贴政策有力推动,另一方面消费者环保意识增强,在政府低碳、绿色出行大力宣传深入人心,消费者对新能源汽车青睐度增加,纯电、混动汽车成为当前汽车消费时尚。新能源车热销必然带动配套设施建设,为更好地促进新能源车销售,带动消费升级,建议做好以下两方面措施,一是增建公共充电桩、换电站;二是推进家用充电桩建设,鼓励消费者在小区自用车库、车位加装充电桩。

2、重点抓油品批发企业与工业企业对接

批发业是工业企业产品进入流通领域的主要渠道,而油品销售企业又是批发企业的绝对主力,占限上批发业销售额的90%以上。要促进批发市场繁荣,就要抓住批发企业与工业企业对接,让工业企业产品都经过本地批发企业销售。相关行业主管部门要利用各种惠企政策和所掌握的行业信息,引导、帮助批发企业与工业企业对接,特别是与大型石油加工企业对接,使其产品都由本地批发企业销售,以促进盘锦批发业向好发展。

3、做大做强文化旅游,以旅游促消费

以“红海滩、芦苇荡”为依托,借力于“盘锦市入选第一批国家文化和旅游消费试点城市”之机,优化文化旅游产业结构,丰富文化旅游品种,在“世界闻名红海滩”基础上,建设国际知名文化旅游基地。依托碑林、湿地、温泉、民宿等优势资源,加力发展全域旅游,利用辽河楹联博物馆、苇编工艺、剪纸艺术、油雕等文化底蕴,抓住“五一”、端午节、“十一”等小假期,把盘锦各特色小镇打造成休闲旅游的打卡地,带动本地吃、住、行、玩等消费,同时做好点对点、一对一的会展接待,对接域内外大型活动,以旅游促进城乡消费市场发展。
